The Citizen Corps Volunteer Liability Guide was developed by the Public Entity Risk Institute under a cooperative agreement with the National Office of Citizen Corps. The purpose is to provide guidance to Citizen Corps programs, affiliates and others involved with disaster volunteerism about liability—legal responsibility for one’s acts or omissions. Liability includes diverse concerns, including legally imposed payment of damages for personal injury or property damage; penalties for practicing a profession or trade without the required license or permit; compensation for lost income and medical expenses of an injured volunteer; and damages for breach of contract. This resource provides: an overview of liability and the legal framework that provides some protection; a discussion of risk management strategies for Citizen Corps programs; and tools and resources to empower Citizen Corps programs and others to investigate their state's laws. http://www.citizencorps.gov/councils/volunteer_mgmt.shtm
